Clarence C. White is a trusted public safety strategist and emergency preparedness leader with over 30 years of experience in law enforcement, school safety, crisis management, and organizational resilience. He serves as Executive Director of Public Safety and Security at Chicon Consulting, LLC, Lieutenant and Emergency Manager for Twiggs County, a Reserve Lieutenant with the Twiggs County Board of Education Police Department, and a School Resource Officer with the Atlanta Public Schools Police Department.

Clarence specializes in developing emergency response plans, conducting security audits, designing training systems, and helping organizations strengthen preparedness, communication, and response. His work supports school districts, municipalities, public agencies, healthcare organizations, faith-based institutions, and private-sector teams seeking safer and more resilient environments.

He holds a Master’s in Public Safety Administration and a Bachelor of Science in Criminal Justice. His background also includes the Advanced Emergency Manager certification, Georgia P.O.S.T. instructor experience, emergency management leadership, scenario-based public safety instruction, and resilience-centered professional development. Clarence is the author and developer of the From Risk to Resilience framework, which equips organizations to anticipate, prepare, respond, recover, and strengthen culture before crisis occurs.
